The current $5,120,000 million gift-tax exemption ($10,240,000 million per married couple), is scheduled to drop to $1 million ($2 million per married couple) in 2013.
 
This year may be the last chance for high income taxpayers to take advantage of the 15% capital gains (and dividend) tax rate and the 35% ordinary income tax rates before they go up to 23.8% and 43.4%, respectively.
 
Many high income earners considering making large gifts, doing a Roth conversion or liquidating an appreciated stock position are doing it by the end of this year.
